TYSONS, Va. (Feb. 20, 2024)—The National Automobile Dealers Association (NADA) announced several leadership transitions, including the creation of a new position: executive vice president of public policy. Paul Metrey, who has served as NADA’s senior vice president of regulatory affairs since April 2021, will be the first to fill the new role.

“The task of advancing the issues and agenda specific to America’s auto and commercial truck dealers is one of NADA’s most important functions,” said NADA president and CEO Mike Stanton. “Paul Metrey brings leadership, unrivaled issue knowledge, and a trove of accomplishments to this new role, which is charged with spearheading NADA’s public policy strategy, outreach and advocacy. Paul has been an integral part of NADA’s policy and advocacy team for many years and he is the right person to drive our mission forward.”

Metrey has worked on regulatory issues on behalf of the nation’s franchised new-car and -truck dealers for 23 years. He officially assumed his new role as executive vice president of public policy on Nov. 1, 2023. In this role, Metrey will lead all NADA public policy efforts at NADA, which includes legislative affairs, regulatory affairs and public affairs.

This transition occurs as David Regan, executive vice president of legislative affairs, announces his retirement from NADA after 23 years.

Andy Koblenz, executive vice president of legal and regulatory affairs and general counsel, has shifted to a new role as executive vice president of strategic affairs and industry initiatives.

Jim Minnis, previously senior vice president and associate general counsel, has assumed the general counsel role, leading the legal department.

Doug Greenhaus, previously vice president of regulatory affairs, has also retired and transitioned to a role as a consultant.

Daniel Ingber joined NADA in summer 2023 as vice president of regulatory affairs and has been promoted to senior vice president of regulatory affairs. Ingber joined NADA from the Specialty Equipment Market Association (SEMA), where he led the association’s D.C. office and headed up regulatory affairs and government relations, and also served as chief in-house counsel.
